Protecting the Hydroelectric Power Dam from Floating Debris

The Floating Debris Boom at Chief Joseph Dam was engineered to address operational challenges and provide a solution for debris management. The United States Army Corps of Engineers, Seattle District, owns and operates the Chief Joseph Dam. This hydroelectric generating dam is located on the Columbia River. The dam is an important power generator to the Seattle metro area, but it presented several challenges. A system needed to be implemented to protect salmon species passing through the Columbia River, and to allow for boat passage through the system. Pacific Netting Products was awarded a contract to engineer and build a floating debris boom to enhance safety, allow for fish passage, and improve operations of the dam.

Chief Joseph Dam Debris Boom Specifications

The Corps asked Pacific Netting Products (PNP) to design and fabricate a 2,300 linear foot, 20-inch diameter co-extruded HDPE (yellow) floating debris boom with the following specs:

  • The boom was designed with an 18-inch deep, 1-inch thick HDPE weighted skirt welded to the bottom of the keel, as outlined in PNP’s U.S. Patent No. 29,610,480.
  • The skirt was fitted with weight bars to withstand high water velocities within the pool, ensuring the system’s stability and durability.
  • In addition, decals were placed on each co-extruded section of the boom to warn the public of hazardous conditions, promoting safety and awareness.
  • To further enhance the boom’s effectiveness, bird spikes were installed along the top of the structure. This best management practice was implemented to reduce bird predation on juvenile salmonids, thereby protecting the local ecosystem and supporting conservation efforts.
  • Additionally, the boom was equipped with a remote-controlled boat gate. This allowed convenient access through the boom without compromising its overall functionality.
  • PNP’s innovative solar panel design for the boat gate eliminated the need for hard-wiring a power source, making the system more sustainable and easier to maintain. This feature reflects PNP’s commitment to providing environmentally responsible solutions.

Floating Debris Boom Functionality

Ultimately, PNP’s complete HDPE floating debris boom package achieved multiple objectives. It eliminated the need for trash rack maintenance, and protected both employee and public safety. Additionally, it safeguarded salmon species migrating out of the river. Finally, it ensured convenient vessel access through the remote-controlled gate. This comprehensive solution has proven to be a reliable, sustainable, and efficient approach to managing debris while supporting the ecological health of the Columbia River.
